Does it make sens to make the standard download folder ~/Downloads? Now amule downlods to ~/.amule/Incomming. The hidden folder is confusing for normal users...

I ask this about a Ubuntu bug report which I want to help close.

No. Remember, the incoming folder is shared to public.
~/Downloads probably contains all downloads a user makes, including a) private data (credit card bills) or b) web downloads (Linux images, whatever).
a) should never be shared, sharing b) just clogs up the network with useless data (available through better sources).
You can copy this to your bug report.

You're right. I actualy reacted somewat the same, when reflected on what I wrote. Still a hidden folder is confusing. What about a extra folder like '~/aMule-Share'?

Didn't we change it to "~/aMule Downloads" some time in the past?
